The Early Learning Coalition (ELC) has developed a campaign to support high-quality child care and to expand home visiting opportunities.

The agenda for the 2017-19 biennial budget includes:

Support High-quality Child Care

Implement Quality Grants recommended by the Governor’s Early Childhood Advisory Council to increase the number of higher quality programs and to sustain high quality 4-Star and 5-Star programs. The goal over time is to double the number of children in high-quality child care.
Expand T.E.A.C.H. and REWARD to raise the education level of early childhood teachers and stem turnover through stipends.
Increase Child Care Payment Rates to make quality child care affordable.

Support Home Visiting

Stabilize Funding to continue home visiting to more than 1,600 high-risk families and their children.
Increase the number of Families Served by taking steps over time to double the number of families served by the Family Foundations Home Visiting program.
